• It can go outdoors without the extra weatherproofing a receptacle needs.

Why the whip is short and flexible

The photo shows a short length of flexible conduit between the panel and the charger rather than a rigid run.

That is deliberate. The charger is a fixed piece of equipment on a finished wall, and a flexible whip lets the unit be removed or replaced without disturbing the raceway. It also handles the slight misalignment between where the panel knockout is and where the charger’s entry sits, which on a rigid run means fabricating a fitting to solve a problem that does not need solving.
